Labour must "promote our policies by persuasion, not panic", he tells the Blairite Progress gathering in London.
Controversial plans for ID cards are part of the necessary moves to prevent such panic, according to Mr Blunkett.
"My job is to enable us to win the election, whenever is it, based on optimism, not fear because we can point sensibly and calmly to the measures we are taking to enhance our security and strengthen our borders," he will say.
Failure to take security seriously has "swept away" progressive governments across Europe, "most notably France".
"So, we want to win an election based on hope, not fear, but knowing that you don't give people hope by dismissing their fears."
Is this the same party that took us to war with a "45 minutes to doom" message?

People not taking any interest in politics is a serious problem in Britain. I've been trying to get my mate to vote Nationalist for ages but whenever I ask him he provides me with the 2 same reasons why he'll be voting Labour.
They are the working mans party.
My dad has always voted Labour so I do.
Breaking people out of this mould especially the first one can prove very difficult and no amount of truth you feed them can change their minds, some people will just put up with anything and as long as their wages go in to their bank the weekend they are OK.

The ground was prepared yesterday by David Blunkett, the Home Secretary, who warned that Osama bin Laden and al-Qaeda are "on our doorstep and threatening our lives" - requiring a robust response from the government.
Fresh from his summit with President Bush at the White House on Friday, Mr Blair will today use his Mansion House speech to claim the war in Iraq has not detracted from the ongoing efforts against terrorism at home.
"we want to win an election based on hope, not fear". Oh dear.

Thank the lord that the Labour appointed X-men have managed to prevent a single attack on the U.K so far. You would think a well funded massive global terrorist network such as Al-Queda would have had a small success by now!
Better vote X-men again to save us!

Nationalist said his friend uses the same reasons to vote labour:
'They are the working mans party.
My dad has always voted Labour so I do.'
I hate this so much, its totaly small mindedness. I have spoke to countless people who will just vote labour 'because they arnt that bad and They've always voted for them'.
Another favourite People with this attidude like is 'What difference Can I make?'
I've been saying To my friends, If you feel that you cant make a difference or you dont really care, Vote UKIP whenever you can, for me. Its only ten minutes out of your life.
That seems to work, I advise other people to use it
