Actually, the regs. are normally dumped on existing departments. As for the money, blame Alastair Darling - the 'enforcers' don't see a penny.

Is Alistair Darling and the British Government to blame or the EU for creating these regulations (or both) ?

I don't know where the money goes from Alistair Darling's pocket.

I wouldn't be at all suprised if part of it goes straight back into the EU's coffers.....
