OK - local and probably national government incompetence - but doesn't this also illustrate the insane bureaucracy of the EU.... they seem to make everything so deliberately complicated so they can issue huge fines to put all and sundry in their place, and guilty of malpractice.

No doubt within the EU, the eurocrats are rewarded for every Euro they claw back from us.:-)
