Small parties need to spend their money in ways that will promote and expand the party. EU elections do not do this.

Case in point? UKIP.
They spent millions, got 12 MEP's (who can do nothing)
4 years later they have about 12 councillors.
Value for money? I think not!

Which is of course right, hence my original statement about doing the Euros as and when viable.
