Small businesses would probably be happy to pay the government a small fee in return for the government advertising their businesses on `secret' documents such as passports which are in transit.
Their businesses would receive the maximum publicity - the secret documents would invariably be lost or stolen so their adverts would be read by millions - plus it would give the government an opportunity to prove that it is keen to encourage small businesses, no matter what anyone says.
