Technically, no. But due to his strong efforts to support Aragorn and thus help save the lives of Frodo, Pippin, Merry and Sam, Elrond was awarded 'the keys to the shire' and thus technically is/was a shire citizen. Actually, he never took up residence in the shire as the award was given to him by Mayor Samwise Gamgee as Elrond was on his farewell tour prior to embarking for the far west at the grey havens - this because he turned down the opportunity to own the ring (as did galadriel).
