The decision making procedure is heavily influenced, or I shall say crippled by public irrational fears, NGOs and countless organisation/activists and this is what we end up with.
The money should spent on combating against more violent crimes, not cultural fears.

When has public opinion ever had much influence on government policy ? (I'm thinking EU and the Iraq war as prime examples here)
Actually the media are the ones that help create these public irrational fears (like e.g. the threat of terrorism and Al-CIA-da) in order to gain support for the policies the state wants to introduce for their own selfish anti-humanist agenda.

There is a deep cultural root for fear of paedophilia and I dont know where and when it started. The problem has been exaggerated by press to such a degree that sometimes sexual assaults against Children is a much more morally horrible crime than murder.
Roughly 7 years ago Operation Oreo gained much publicity for nabbing adults and students sharing child pornography online.
Culturally speaking there is also a politically correct and accepted atmosphere of "young white girl missing syndrome" characterised by the disappearance of Madeleine McCann as we see a disproportionate public response from celebrities to ordinary people.
Coming down along the the road people should not be surprised that there is going to be a demand to scrutinise every adult to single out potential paedophiles before they come into contact with any children. This kind of attention and over-reaction, of course is unnecessary and unhealthy.
